Publications of the University of Utah Kem C. Gardner Policy Institute and the Utah Economic Council

The mission of the University of Utah Kem C. Gardner Policy Institute is to develop and share economic, demographic, and public policy data and research that help individuals and the community make informed decisions.

An initiative of the David Eccles School of Business, this institute combines academic rigor with practical experience to assist elected officials, business and community leaders, and the public in making informed decisions for a prosperous state. The institute’s goal is to be a trusted provider of independent economic, demographic, and public policy data, research, and analysis for the State of Utah.

The Utah Economic Council is a joint venture between the Salt Lake Chamber, the David Eccles School of Business, and the Governor’s Office of Management and Budget. The Council aims to guide data development, inform research activities, share economic commentary, provide peer review, and support an improved understanding of the Utah economy.

Data provided within these publications are subject to error arising from a variety of factors, including sampling variability, reporting errors, incomplete coverage, non-response, imputations, and processing error.

Short-run Economic Forecasts

The Short Run Economic Forecast presents the indicators used to forecast revenue for the state budget. The forecast is developed by the Revenue Assumptions Work Group, which includes individuals with subject matter expertise from various entities.

Economic Report to the Governor

During the last two decades, the Economic Report to the Governor has served as a source for data, research, and analysis about the Utah economy. It includes a national and state economic outlook, a summary of state government economic development activities, an analysis of economic activity based on the standard indicators, and a detailed review of industries and issues of particular interest. The primary goal of the report is to improve the reader’s understanding of the Utah economy.

Chapter authors, who represent both public and private entities, devote a significant amount of time to this report, ensuring that it contains the latest economic and demographic information. While this report is a collaborative effort which results in a consensus outlook for the next year, each chapter is the work of the contributing organization, with review and comment by the Governor’s Office of Management and Budget. More detailed information about the findings in each chapter can be obtained by contacting the authoring entity.

Forecasts are also included in tables and figures. All of the data in this report are subject to error arising from a variety of factors, including sampling variability, reporting errors, incomplete coverage, non-response, imputations, and processing error. If there are questions about the sources, limitations, and appropriate use of the data included in this report, the relevant entity should be contacted.

Produced through a partnership of BEBR and the Utah Economic Council, the Economic Report to the Governor also draws input from additional authors from both the private and public sectors, ensuring that the most current and comprehensive economic and demographic data available is incorporated in its development.

Publications of the Utah State Tax Commission

Annual Statistical Report

The Property Tax Division of the Utah State Tax Commission prepares a final statistical report each year. It contains the taxable value of centrally assessed, real and personal property. In addition, it details statistics that pertain to real property like effective tax rates, redevelopment agency data, taxes charged, housing information, personal income and the largest centrally assessed companies.

Annual Report

The Utah State Tax Commission publishes an annual report which contains research and data on tax rates, revenues, and other factors which affect taxes in Utah.

The report also contains data on corporate income, mineral production withholding tax, tax rate changes, revenue forecasts, inflation and unemployment.
