Revenue Update
The Monthly State Revenue Snapshot is based on the State Tax Commission’s “TC-23” Revenue Update report. The report is issued ten times per year, starting each September (the third month of the state’s fiscal year) and is published monthly thereafter. It provides an overview and comparison of the revenues collected by the State through various taxes and fees, as well as information on the state’s top twelve revenue sources for the non-restricted General, Education and Transportation Funds. These twelve primary revenue sources constitute approximately 95% of the state’s non-restricted revenue sources (excluding federal funds), and do not include special earmarked funds.

Consensus Revenue Estimates
Several times each year, consensus revenue estimates are developed by the Revenue Assumptions Working Group, composed of Governor's Office of Management and Budget, the Legislative Fiscal Analyst's Office (LFA), and the Tax Commission. These estimates are then provided by the LFA to the legislature.

Annual Financial Highlights
The state’s Department of Administrative Services, Division of Finance publishes each fiscal year’s “Annual Financial Highlights” as preliminary financial information as soon as state agencies are able to close their books. This is done to provide key information needed in the budget preparation process, which begins each year in September. The preliminary financial information provided in the Annual Financial Highlights is neither comprehensive nor audited.
Final audited financial information for each fiscal year is available in the state’s Comprehensive Annual Financial Report (CAFR).

Governor's Budget Recommendations
The Governor’s Office of Management and Budget estimates anticipated revenues, analyzes both base budgets and the new budget requests, and assists the governor in preparing final budget recommendations. The governor’s budget recommendations are summarized in the governor’s Budget Recommendations Book.
