Economic Reports to the Governor
For the last two decades, the Economic Report to the Governor has served as a source for data, research, and analysis about the Utah economy. It includes a national and state economic outlook, a summary of state government economic development activities, an analysis of economic activity based on the standard indicators, and a detailed review of industries and issues of particular interest. The primary goal of the report is to improve the reader’s understanding of the Utah economy.
Chapter authors, who represent both public and private entities, devote a significant amount of time to this report, ensuring that it contains the latest economic and demographic information. While this report is a collaborative effort which results in a consensus outlook for the next year, each chapter is the work of the contributing organization, with review and comment by the Governor’s Office of Management and Budget. More detailed information about the findings in each chapter can be obtained by contacting the authoring entity.
The statistical contents of this report come from a multitude of sources which are listed at the bottom of each table and figure. Statistics are generally for the most recent year or period available. There may be a quarter or more of lag time before economic data become final, therefore 2009 statistics in this report are estimates based on data available as of mid-December 2009. Readers should refer to noted sources later in 2010 for final statistics.
Forecasts are also included in tables and figures. All of the data in this report are subject to error arising from a variety of factors, including sampling variability, reporting errors, incomplete coverage, non-response, imputations, and processing error. If there are questions about the sources, limitations, and appropriate use of the data included in this report, the relevant entity should be contacted.

Revenue Updates
Revenue Snapshot Archive:
The Monthly State Revenue Snapshot is based on the State Tax Commission’s “TC-23” Revenue Update report. The report is issued nine times per year, starting each October and is published monthly thereafter. It provides an overview and comparison of the revenues collected by the State through various taxes and fees. The TC-23 provides information on the state’s top twelve revenue sources for the non-restricted General, Education and Transportation Funds. These twelve primary revenue sources constitute approximately 95% of the state’s non-restricted revenue sources (excluding federal funds), and do not include special earmarked funds.

Annual Financial Highlights
Utah’s Department of Administrative Services, Division of Finance publishes each fiscal year’s “Annual Financial Highlights” as preliminary financial information as soon as state agencies are able to close their books. This is done to provide key information needed in the budget preparation process which begins each year in September. The preliminary financial information provided in the Annual Financial Highlights is neither comprehensive nor audited.
Final audited financial information for each fiscal year is available in the State’s Annual Comprehensive Financial Report (ACFR).

Consensus Revenue Estimates
Several times each year, consensus revenue estimates are developed by the Revenue Assumptions Working Group, composed of Governor's Office of Management and Budget, the Legislative Fiscal Analyst's Office (LFA), and the Tax Commission. These estimates are then provided by the LFA to the legislature.

Annual Comprehensive Financial Report (ACFR)
The state’s Annual Comprehensive Financial Report (ACFR), a presentation of audited financial statements, which report the state’s financial position and results of operations, as well as certain demographic and statistical information, is published each year by the State’s Department of Administrative Services, Division of Finance. Tax Commission Annual Statistical Report

The Property Tax Division of the Utah State Tax Commission prepares a final statistical report each year. It contains the taxable value of centrally assessed, real and personal property. In addition, it details statistics that pertain to Breal property like effective tax rates, redevelopment agency data, taxes charged, housing information, personal income and the largest centrally assessed companies.

Tax Commission Annual Report

The Utah State Tax Commission publishes an annual report which contains research and data on tax rates, revenues, and other factors which affect taxes in Utah.
The report also contains data on corporate income, mineral production withholding tax, tax rate changes, revenue forecasts, inflation and unemployment.

Annual Budget Summary
The Annual Budget Summary is a publication of the Utah State Governor’s Office of Management and Budget (GOMB). Published before each fiscal year’s June 30 end date, it was intended as a summary of final budget-related legislative action. While the information is reviewed for accuracy, it is not audited. *This report was discontinued in 2012.
